First, pick and choose one to finish off, buying a little for each would end up with each army still not quite finished.

Second, decide a points value and let us know if it's SBG or WotR.

From what you've got, Balrog & Moria goblins only need a few items to make a list, as do the Uruk-Hai. WoMT list would probably need more than £45 spent on it, so discount that for the time being unless you find a really good deal on Ebay.

I would suggest, by priority;

Job lot plastic Uruks with pike/Shield and a couple more captains.
Sharku and 6/12 plastic Warg Riders.
Around £20-£30 on Ebay.

Moria Drummers.
Moria Shaman(s).
Goblin Captains.
Again, £20-30 depending on how many you get.

Well, the first thing to ask is if you have painted all of these? You should make a commitment to paint the new models before you get any extras if you can.

For Isengard, you have a pretty sizeable force already so it is up to you which way you want to go as it would mean a bit of a shift in strategy as at the moment it is really just a pike group and flanked by scouts. I would suggest adding a few more pikes to this, but it isn't really necessary.
Otherwise I would say Saruman just to have the character there - its not really complete without him and he's not bad to use just as long as it is a 700+ pts game. So the options you have are
1) Warg Riders and adopt a bit more of a mobile element (ebay)
2) Vrasku and some Uruk Crossbows with a more static style
3) Grab a Mauhur and some more Uruk Warriors if you want to expand the size without making a style change.
4) Dunlendings/Orcs if you want something more thematic.
Eventually round it out with Ugluk/Vrasku/Mauhur once you decide what you want to do. Grima is a solid, cheap character

I'm not really a fan of WOMT armies at this time, as they are pretty much a standard slug fest without many different options. You already have the heroes you want, so it would just be a choice to add some plastic rangers or some knights. Fiefdoms can be strong but they are quite expensive, so I'm not going to say much about them other than that Imrahil is a solid pick.

Save the dwarves for some other time - you will have more options once the movies are out.

Don't have much exp with wood elves but I would basically say just to get some heroes like Elrond, legolas, haldir glorfindel or the elven twins (a solid choice) - most of whom are available on ebay for cheap. Other than these, wait for Thranduril to come out as a hobbit release, then pick you force from there. (IE Wait for elves too)

As a moria fan - some cave trolls, some captains and some shamans and Durburz would give you a solid army to take on lots of things. Don't bother with the drum, It's too easy to disable and too expensive - trolls and goblins are better value. I would get all of these second hand (ebay) as I would personally rather spend full price on newer or rarer models than the common goblin.
