Rangers of the North

Hey guys.
I was looking at the Kingdoms of Men Sourcebook and read that: "You may opt to take a Grey Company force. If you do so, your force (or allied contingent in your force) that contains only models from the Arnor list can take up to 4 Rangers of Arnor for each Ranger of the North or Dunedain it contains. It can do so even if this would take it above the normal bow limit."

Does this mean that the Rangers of the North can lead up to 4 Rangers of Arnor, even though they're Independent Heroes, or that the Rangers of Arnor must be led by other heroes but do not count towards the bow limit if a sufficient amount of Rangers of the North are also in the force?

Option 2, an exampe army would be

Arathorn
12 Rangers (6 spears)

Halbarad
12 Rangers (6 spears)

6 Rangers of the North.
