In the DoS source/rule Book Legolas' war gear says he has two daggers does this mean there is going to be a rule about fighting with two weapens?

No. When you fight with 2 Blades you typically get an extra attack over others who don't. For example Watchers of Karna or Feral Uruk-hai

GW have given him 2 daggers to prevent people converting him to have an axe as a hand weapon. They have started doing that with all the newer profiles now.

I completely agree with Southy on this. My impression is that they're not keen on the way people have been abusing the intent of the Special Strike rules by sticking axes into the backs of all sorts of models. All the profiles in the SBG book now specify the type of hand weapon they have, thus removing the option. It's a great move in their part IMO.
