Hi everyone!
Let me introduce my vision of Sea Elves (teleri) forces in times of 2nd Age.
Some special rules should be balanced, and I'd like to hear some critics and comments.

If your army includes Gildor Inglorion, you can upgrade any number of Sea Elf Warriors to Noldorin Exiles at a cost of +1 point per model. Noldorin Exiles have Move 8".

If, when casting a spell, one or more of the dice rolled result in a natural 6, the Will point used in casting the spell are not expended but are returned to the Stormcaller's pool of Will.

Magical Powers
Call Winds 2+
Strendgthen Will 4+
Call winds. A single model within range is blown 2D6" directly away from the caster. If this brings the target into contact with another model or an area of impassable terrain, it stops 1" away from obstacle. In either case, the model is knocked to the ground and cannot move, for any reason, later in the turn.
Cancelled. Fighting value of the target model is reduced to D6 for 3 turns.

A model with this special rule makes the Shoot value better for one point if it shoots model that has moved in Move phase. Thus, it need 2+ to Hit instead of 3+.

Special Rules
Sea hunters. See above.
Accurate. When firing an Sea Elves Ballista at a Battlefield target, the shot will only Scatter 2" rather than 6".
Rapid Fire. A Sea Elves Ballista fires 3 shots each turn rather than one. Shots from a Sea Elves Ballista do not kill Battlefield targets outright nor knock them to the ground. The usual restrictions on targets apply. In addition, the second and third shots must be targeted at models within 3" of the first target.
Sharp Eye. Model must re-roll failed In The Way rolls.

I think the sea hunters rule and also the always strike first rules are too powerful.

The Cirdan profile is very cool he has always been a favourite of mine

I think due to the sea hunters rule, a bow and throwing daggers should be three points each, rather than two, otherwise when you compare them to normal wood elf archers, they're cheaper and better, which makes no sense.
I also think that giving Cirdan a pike is a bit counterintuitive, since he's s'posed to be the fighty version, and that would keep him back. D7 or an elven cloak along with three attacks wouldn't go amiss, but with a price increase too.

Thanks for replies!

Sea Elf Warriors have F4 instead of F5 from Wood Elf and they can't be equipped w. Elven Cloaks. Sea Hunters rule is not so imbalances because of need of model moving (Shooting = 3+ (start lvl) -> 2+ (moved target) -> 3+ (moving in this turn)) and would be 3+ for most cases. Yes, I think elves should shoot with 3+ :)

Yes, the main idea for Cirdan (and for Sea Elves as well) was "no armor" - special rule 'Teleri Spear' and pike for Cirdan was created for that reason. Also, Cirdan - as one of Sea Elves - can't wear Elven Cloack (he isn't Sindar :) ).

For Great Hawk i've reduced the Strength, Defense and Fight values, so please use him carefully :)
