Me and a friend have been playing quite some battle companies lately, i play easterlings and he plays rohan, but we run into a rule question.

In the Rohan company rating it is stated that:
All rohan heroes gian the horse lord special rule

And in the section of calculation the companies rating it is stated that for every rule gained, the rating should increase 10 points.

The question now is, does horse lord costs 10 points or not. Currently we are counting it, but it does feel a bit overcosted. The rohan company has 4 mounted heroes meaning the horse lord rules adds up to 40 pointss, which is quite a lot.
The rohan heroes in the armies book also seem to have this rule for no additional cost so I'm tempted to make the special rule free.

Does anyone have any thought about this or dealt with situation themselves?

As the rule is "gained" upon starting the company, I would treat it like a special rule that's part of the basic profile rather than one earned over the course of a campaign - in other words, it's free. Adding the cost would greatly inflate the value of the starting company (which are supposed to be more or less equal), despite the fact that the normal starting company doesn't even have horses.

I'd rather if the Rohan heroes got expert rider like before, but alas.

I agree with Coenus. I'm not going to restate what he said. Other armies have special rules too that are part of their base profile. If you buy their army specific upgrade, like the sword rule for Rivendell, then I would count the Influence used to buy that upgrade towards the point cost of the BC.
