If "...any allied contingent" of Ruffians can have warbands without Heroes, then this looks like an exception to the Impossible Ally rule

All their allies are Impossible (not a single Historical or Convenient) --which normally cancels their Army Bonus. Why bother stating 'allied contingent' if an different rule cancels it?

I vote for this being an exception (because it would make Ruffians useful...)

Hmmmm, I'd like to see some clarification from GW but yeah, looks like an exception. I still don't think I'll take any sadly.
